The short answer is... you can't!
The wedding company you use for your ceremony & photos has to pull the permit for your wedding. Licensed wedding companies have to provide insurance for your event and pull the beach use permit with the State of Hawaii.
All credible wedding companies on Kauai will offer this service for a fee.
